Days ago, H.E. Mr. Riaz Ahmed SHAIKH, Consul General of the Islamic Republic of Pakistan in Hong Kong, visited the Shenzhen office of Heaven Springs Group and AirWater Tech, Ltd., and met with H.H. Dato’ Sri Prof NG Tat-yung, SSAP, founder of the World Trade United Foundation and Honorary Chairman of AirWater Tech, and Datin Sri Dr. NG Tsz-yan Irys, Chairman of Central Council of the foundation and Chairman of AirWater Tech, to exchange on the implementation of Pakistan Water Action.

As the beginning of Pakistan’s Water Action, the Global Water Fund for Sustainable Development donated atmospheric water generating equipment to the Pakistani government, which was accepted by His Excellency SHAIKH the Consul General in Hong Kong.

During the 2025 International Automobile and Supply Chain Expo (Hong Kong), the World Trade United Foundation announced the launch of Water Action in Pakistan a project under the Global Water Fund for Sustainable Development. Pakistan Water Action with synergy of RWA token on “Atmospheric Water Rights” created by AirWater Tech, will launch a special fund of about 400 million US dollars, and deploy air-water equipment producing 10 litres to 30 litres of safe water per day per unit with a distributed solar power supply system of InnoNation Energy Ltd to meet needs of water-scree communities and people in the country in drinking water, agricultural and industrial production uses. The Foundation also urged international organisations, charities, large local enterprises, etc. to participate in the action to provide safe and reliable new water sources for the people of Pakistan, alleviate the water conflict in South Asia, and contribute to world water peace.

Water conflict between India and Pakistan

Overview of Pakistan’s water resources

Pakistan is one of the most water-sprece countries in the world, relying mainly on the Indus River as its water source, including the production water and domestic water for 200 million people. As the quality and quantity of groundwater decline, this has led to Pakistan’s increasing dependence on the Indus River.

Since the upper reaches of the Indus River basically flow through India or Indian-controlled Kashmir, the long-term antagonism between India and Pakistan will seriously threaten Pakistan’s water safety. Moreover, Pakistan’s water use technology is also relatively backward, and the waste is more serious.

India has built several dams upstream of major rivers in Pakistan.

The root causes of conflict and the treaty framework

The Indus Water Treaty signed in 1960 is the cornerstone of the distribution of water resources in India and Pakistan. It was reached by the mediation of the World Bank, stipulating that India controls three eastern rivers (Ravi River, Bias River and Satrej River), and Pakistan owns the main use of three western rivers (Indus River, Jehelam River and Denabu River). For the use of power, India can only make limited use of the hydraulic resources of the western rivers without affecting the downstream. However, with population growth, climate change and the deterioration of relations between the two countries, the implementation of the treaty is facing serious challenges.

Recent conflict events and escalations

After the terrorist attack in Indian-controlled Kashmir on April 22, 2025, India suspended the implementation of the Indus Water Use Treaty on the grounds of “counter-terrorism”, closed the gates of the Baglihar and Salal hydroelectric power stations in the upper reaches of the Denab River, and completely cut off the Pakistan’s water supply. Although the gate was briefly opened on May 8 due to heavy rain, it was then closed again, resulting in the exposure of the riverbed and cracking of farmland in Pakistan, and more than 35 million people facing a food crisis. Pakistan accused India of committing “water resources terrorism” and complained to the United Nations, saying that the move violates international law.

India accelerates the Jenab River water intake project, planning to double the length of the Rambil Canal, and increase the water intake from 40 cubic metres per second to 150 cubic metres, close to the limit allowed by the treaty. This move is regarded as a “stuck throat” strategy for Pakistan’s agricultural lifeline, which may lead to a sharp decline in the amount of irrigation water downstream of Pakistan, affecting its food security. Pakistani Prime Minister Shabaz Sharif warned that if India blocks water resources, Pakistan will “fight back with all its strength” and even exclude military means.

Kashmir is not only the focus of territorial disputes, but also the source of the tributaries of the Indus River. Water conservancy facilities such as the Uri Dam in the region in India are regarded as a strategic threat by the Pakistani side. In July 2024, India opened floodgates without warning, resulting in the Pakistan-controlled Kashmir flood, with economic losses of more than one billion US dollars, further intensifying the contradictions.
